1. Background

CHADET is a Civil Society Organisation registered in Ethiopia that works towards the improvement of the lives of children and marginalised communities. It has a vision of seeing a society in which the needs and rights of children are fulfilled. It exists to ensure provision of quality services for vulnerable children and marginalised communities through effective partnerships. CHADET implements projects in Addis Ababa, Amhara and Oromiya Regions. CHADET would like to invite eligible bidders to support in the development of its next Strategic Plan for the period 2026-2028. This new plan will review the organization's strategic vision, priorities, and growth trajectory for the next three years, consolidating its role as an active player in the protection of the rights of children and in the delivery of services for its constituencies as well as working in partnership with different stakeholders. To support this process, CHADET seeks to engage an expert with the necessary qualifications and experience who will work closely with the internal Strategic Development Team to facilitate the planning process, organize inputs, synthesize data, and draft the strategic document.

2. Objective of the Assignment

The main objective of assignment is to support the formulation and drafting of a Strategic Plan through a structured, participatory, and evidence-driven process. The final document is expected to reflect CHADET's institutional learning, stakeholder insights, and strategic alignment with its vision and mission.

3. Scope of Work

  • Work closely with the Strategic Development Team to expedite the overall strategy development process,
  • Review existing institutional and policy documents, reports and etc. to identify key lessons,
  • Capture and organize ideas, inputs, and data from CHADET's board, staff, project participants and other stakeholders,
  • Conduct and/or support stakeholder consultations and internal workshops to ensure participation,
  • Synthesize findings and structure the content of the Strategic Plan, including Theory of Change, key thematic pillars, objectives and budget, etc. in collaboration with relevant teams,
  • Incorporate any related assignments provided by the team and the management.

4. Deliverables

  • An inception report outlining approach, scope, and coordination plan;
  • A synthesis of brief summary of documents reviewed and landscape analysis;
  • A draft Strategic Plan to be presented to the planning team and the management;
  • A refined and formatted final version of the Strategic Plan, incorporating feedback from management and partners;

6. Reporting and Supervision

The consultant will report to the Strategic Plan Development Team. Regular meetings will be held to review progress and ensure alignment.

7. About You

  • MSC/MA/PhD in Organizational planning & Development, Development Studies or relevant fields of the social sciences.
  • Minimum of 10 years of relevant experience
  • Proven track record in the development of a high-quality strategic or institutional planning documents.
  • Strong analytical, writing, and facilitation skills with the ability to synthesize complex information.
