1. Background

CHADET-ETHIOPIA is a Civil Society Organisation registered in Ethiopia that works for the improvement of the situation of children found under difficult circumstances and for the protection of their rights. With the financial and technical support obtained from Kindernothilfe (KNH), CHADET is currently implementing a project entitled 'Promoting Safeguarding of Children' in six Kebeles of Wolisso Woreda in South West Shoa Zone of Oromia Region. The project was launched in January 2024 and ends in December 2026. The overall objective of the project is to contribute to the institutionalization of a child protection system in Wolliso Woreda. The specific objectives include the following: Empower children targeted by the project to actively participate in the protection of their own rights and develop the confidence to report cases of violence. Enhance the awareness of care givers and communities about children's rights and reduce barriers that expose children to risks of violations of their rights. Establish a sustainable institutional arrangement and referral linkage between duty bearers for the protection of children's rights and the delivery of services for victims of violence.

2. Key tasks of the assignment

Based on the baseline data that was gathered by the project as a benchmark, and the assumptions made in bringing about changes at the stage of developing the project proposal, the consultant is expected to undertake the evaluation focusing on the following areas: Relevance: Was the project design based on identified child rights violations common to the target area? Do project activities contribute to the achievements of the objectives Effectiveness: Do children know their rights and their practice in reporting of violation of their rights; Do children feel that they are participating in decision making at household, school and community level on matters affecting their lives in a meaningful way? Are there children's groups where they could exchange ideas and platforms where they could promote their rights, Is there a mechanism for children in the target areas to interact among themselves and with children's groups at woreda level including parliament, Are parents and caregivers aware about child rights violations and protect their children from these violations and the extent to which they are translating these into practice; Do parents and caregivers listen to their children and include them in decision making on matters affecting their lives, Do caregivers and teachers use positive approaches to disciplining children. Is there an enabling school environment that encourages participation and reduce barriers for children not to be exposed to violations of their rights; Is there a sustainable institutional arrangement for child protection and child abuse case management? Is there a referral system to manage case reporting, police, health care and prosecution and sentencing of perpetrators? How effectiveness was the Community Conversations (CCs) in influencing community leaders in improving awareness and encouraging the protection of the rights of children at Kebele level; Are there changes observed in improving household income through income generating activities? What has been accomplished and remaining in establishing a sustainable institutional arrangement and referral linkages between duty bearers. Efficiency: Do project cost in terms of resources (financial, manpower, time) match the outcomes of the project? Impact: Did the project contribute to the institutionalization of a child protection mechanism in Wolliso Woreda yet? Are there any changes in among the duty bearers in putting in place child protection systems and structures? Sustainability: Would the changes in child protection systems in schools, within families and communities are going to continue to ensure child safeguarding even after the phaseout of the project,

3. About the consultant

The ideal consultant/firm should have training and qualification in relevant fields of the social sciences and possess experience in conducting similar tasks and demonstrated expertise in safeguarding and protection. Must employ a mixed-methods research approach with strong analytical and report writing skills.

5. Deliverables

  • The consultant is expected to write-up the findings of the assessment and submits the report upon the completion of the assignment.
  • Inception report with detailed plan, sampling and methodology, data collection tools
  • Draft report synthesizing the findings, analysis and recommendations;
  • Final report by incorporating suggestions and comments from the side of CHADET

6. Time Frame

Three weeks from the starting of the actual work.
